UN Under-Secretary-General Discusses Women’s Rights with Muttaqi

Rosemary DiCarlo, the United Nations Under-Secretary-General for Political and Peacebuilding Affairs, says she discussed human rights, particularly the rights of women and girls, during a meeting with Amir Khan Muttaqi, the Taliban’s foreign minister.


DiCarlo wrote on X on Sunday (4 October) that during the meeting, she raised the international community’s expectations regarding human rights, particularly the rights of women and girls, with Muttaqi.


She said the meeting took place during her fifth visit to Afghanistan and that the two sides also discussed the Doha Process, climate change, natural disasters, the return of Afghan migrants and the work of the United Nations in Afghanistan.


Meanwhile, the Taliban’s Ministry of Foreign Affairs said in a statement that Muttaqi and DiCarlo discussed cooperation between Afghanistan and the United Nations, humanitarian assistance, the needs of returning migrants, climate change, water, the regional situation and the continuation of the Doha Process.


According to the statement, Muttaqi also stressed that the United Nations should use “accurate information and credible sources” in its reports and assessments concerning Afghanistan.


However, the Taliban’s Ministry of Foreign Affairs made no mention of women’s and girls’ rights in its statement about the meeting.


DiCarlo also raised Taliban restrictions on women’s education, employment and participation in public life with the group’s officials during a visit to Afghanistan in January 2026, calling for the immediate lifting of those restrictions.
